Washington, D.C. regulates lead testing, reporting, and risk reduction through D.C. Code §§ 7-871.03 and 8-231.03, among other sections. § 7-871.03 requires that all District of Columbia children be tested for lead at least twice during the first six years of life -- for the first time between the ages of six and 14 months, and for a second time between the ages of 22 and 26 months, wherever possible. Under § 8-231.03, discovery of an elevated blood lead level in a child under six years of age triggers a property inspection requirement. This provision empowers the city to inspect the child's residence, conduct a risk assessment, and, if necessary, order abatement of any lead hazards discovered.
While these regulations help catch some lead poisoning cases, many more instances of lead poisoning go undetected. Ultimately, the best protection for Washington, D.C. children is awareness and advocacy by parents and other adults.
